micro bulking/cutting?

What's the difference between carb cycling and micro bulking/cutting. Why should I micro bulk and cut for two weeks each, if I could just carb cycle pretty much all the time? Caloric surplus on weightlifting days and caloric deficit on rest day??

Building muscle is a long process (1-2lb per month), so it really doesn't make sense to do 'mini bulks'. Not time efficient in the least.
